It is easier to cross a frontier now

Kazakhstan is going to rise tens positions up in the world rate of business management easiness. The reform, designed for simplification of custom registration procedures and named “revolutionary” by the members of Cabinet of Ministers, will help in this issue.

According to the results of research, conducted by the World Bank, Kazakhstan is on the last, 178 positions in the rate of business management easiness. To change the situation the government members in short period have elaborated the plan for cargo registration simplification for foreign economic activity participants (FEA).

Currently to register import production the FEA participant needs 18 authorization documents and for export production he needs 14 such documents. Next year beginning with January the number of such documents will decrease to 11 and 10 correspondingly. Moreover, businessmen   will  feel changes  due to the decrease not only   bumf,  but also time. If now they have to importune several ministries and departments, then beginning with 2009 year it will be enough to address to the Population ServiceCenter, according to the principle of one window, where the documents are registered in tight period of ten days.

The system of cargo frontier clearance will be also cardinally changed. Bolat Zhamishev, the Minister of Finance has informed on the recent government meeting that “currently the following inspecting services are situated on the vehicle custom check-points: frontier, veterinary, transport control service, phytosanitary, sanitary and epidemiological service and custom agencies.  After “revolution” carried by the cabinet of ministers, the custom inspection will be conduct by custom service representative, this authorities will be empowered to them. For that means will be created the Operational Centre of Custom Supervision Committee of Ministry of Finance. “All the state authorities can control from it own place custom border situation trough this centre”.

Ministries support these innovations, but took this decision with caution. Attorney-general Zagipa Balyieva reminds about uneasy experience of creation of the Population Service Center and gave notice that there will be a lot of difficulties with its creation. But minister of agriculture Akylbek Kurishbayiev reminded about intention of our country to enter into World Trade Organization. Members of its organization place a great attention to the organization system of vet control and quarantine. “ We came to compromise variant – that Custom committee on behalf of Ministry of agriculture will fulfill vet and quarantine control at the automobile points of border crossing, - Minister of agriculture reported and added: - I would like to emphasize, that we can’t refuse these agreements, because Russia officially gave us notice, that if the Ministry of agriculture would loose the control over the vet and quarantine control at the border, so we will have a great problems with export and import and transit of agricultural production”.
