INFORMATION TECHNOLOGIES SERVE CUSTOMS INFRUSTRUCTURE DEVELOPMENT IN THE REPUBLIC OF KAZAKHSTANSabyrzhan Zhakipov, IT Department Head of Customs Control Informational Technologies are implemented into customs authorities' work of the Republic of Kazakhstan with rapid pace. Many projects were deployed, majority of which has not analogues on the post-Soviet space. Electronic Customs project is developed within the frames of Electronic Government project. Deployment of the Electronic Declaration Complex WEB-declarant became the first step on this way. Many active participants of foreign economic activity from Zhambyl region have already appreciated convenience and simplicity of this software system. The essence is that possessing with PC equipped by Internet access and printer at your office or home, you can register virtually every customs document, for example, such as Cargo Customs Declarations (CCD), Delivery Control Declarations (DCD), Bargain Certificate (BC), Customs Value Declaration (CVD) and Customs Value Correction Declaration (CVD). The significant preference of this program comparing other commercial programs is that Electronic Declaration Complex WEB-declarant is absolutely free. This fact is very important as representatives of small business cannot afford themselves commercial versions of this software. One more advantage of the Electronic Declaration Complex WEB-declarant is ability to send registered documents by Internet to all Customs bodies of Kazakhstan. The program applies format and logic control (check of documents for mistakes presence ) which is similar to those used in customs bodies of RK. It means that WEB-declarant will be registered easily, having composed document. WEB - declarant is efficient and easy to use. There is no need to pay for expensive services of customs brokers. When you work with WEB-declarant, it is necessary to pay just Internet expenses. Automatic Delivery Control System is another important project, deployed within Electronic Customs Development. The given system predicts minimal human participation in customs procedures as the main processes are automatic. The system has been installed and successfully operates on the Korgas, Korday customs and customs post named after Muratbaev G., which are divisions of Customs Control Department of South-Kazakhstan region. The principles of work are that track exits to special weighing device, where weigh of cargo and number plate are automatically scanned, dimensions of cargo are measured and electronic copies of cargo documents are registered. Further, all the data are fixed in so-called ‘electronic seal' with help of which cargo is sealed. When vehicle arrives to the destination point (customs), where similar equipment is installed, the electronic seal is taken off, the measurement, scanning of all cargo parameters. Then data from electronic seal are compared with actual cargo's dimensions. If data coincide, cargo is transported outside the Republic of Kazakhstan. With it, achievement of these aims predicts simultaneously customs check enhancement and also collection of customs fees and taxes. History of Information Technologies development of customs of RK started in 1997, when it was taken decision to create Automatic Customs Information System (ACIS). It contained software for creation and processing of electronic copies of customs documentation, servers, satellite and computer equipment. In 2001 ACIS was put into operation and Central database of customs documents' electronic copies is formed via ACIS. Due to this fact, starting from January 2004 customs bodies began independently to form customs statistics of foreign trade and quarterly reference book for constructed values, used in work of customs bodies. But progress goes forward and at present time ACIS does not satisfy all the requirements, claimed to Information Technologies. In 2004 decision was taken to design the second range of ACIS-2. ACIS-2 was directed the existing system to be changed with step-by-step deployment of new functions and abilities. The main advantage of ACIS-2 is development of transport system, permitted automatically to synchronize data among bodies. Thus, today participants of foreign economical activity may register themselves in any customs body of the Republic of Kazakhstan, and not according to the place of registration of legal person as it was before. Last years confirm definitely that developments of Information Technologies in activity of customs bodies of the Republic of Kazakhstan are very promising. In the nearest future activity on creation of Electronic Customs project will be renewed. This will permit to transfer work of customs of RK to ‘paperless' variant of customs registration of RK, using electronic digital signature. It means that very soon a legal person or natural person, not depending on his/her location, will be able to register himself in every customs body of RK, form cargo customs declaration independently, pay customs taxes and fees by credit card and send electronic copies of customs document through Internet to customs body of RK.
