Berdibek Saparbaev, Chairman of the Customs Control Committee of the Ministry of Finance of RK: - I think, it is not need in total control, as it is in the past. We should follow the developed countries of the world in the method of vehicles check. All over the world checks of vehicles and cargoes is about 10-15 percents. Today we have this number amounting 53 percent. I think, we can cut 53 percents due to our new material and technical basis. And we work in this direction with our businessmen and participants of foreign economical activity. It is known that businessmen lose a lot of time and means passing through necessary customs procedures. Customs Registration Centers should solve this problem. In Astana the Committee chairman demonstrated convenience of innovation personally. Ideally, registration should be carried out with participation of the client and it gives ability to follow the movement of declaration from the moment of its application and till its issue. This process will take just one day. Bauyrzhan Abdishev, Deputy Chairman of the Customs Control Committee of the Ministry of Finance of RK: - All the controlling authorities and infrastructure concerned with customs – brokers, Chamber of Commerce and Industry, Certification authorities – everybody are situated in one place and one hall according to the principle “one window”. Participants of foreign economical activity have terms to give documents to one window and can pass all the customs procedures in one place. Automatic Delivery Control System besides many other tasks solves one of the main problems of the customs, related to false transit of Chinese cargoes. Cargoes registered as transit, often stay on the territory of Kazakhstan . The system will be able to trace the vehicle with cargo from one border to other, beginning from February. The process is in real time mode. The innovation was put into operation two years ago on the post “Khorgos” but at that time Chinese trucks bypassed the system through other posts. Starting from February new system will act along the entire Chinese border.

Results declared on the Customs Control Committee commission are estimated as intermediate period in the further enhancement of Customs control and creation of favourable conditions for foreign economical activity. Customs officials measure the results of their work in sums of budget receipts. From this point of view, they are content with the receipts amounting 300 billion tenge. Nevertheless, the customs is intended to change their activity into new format. According to Saparbaev, it is necessary to determine the order of interaction of controlling authorities and fully go on the control based on principle “single stop”.
