Today, Customs of the Republic of Kazakhstan modernizes its subdivisions, researching the experience of Customs worldwide in the sphere of inculcation of advanced methods of customs inspections, applying up-to-date technologies.
Beginning from the last year, Customs Control Committee of Ministry of Finance of the Republic of Kazakhstan actively inculcates the latest technical devices of customs inspections in sphere of cargo transportations. Automatic Delivery Control System (ADCS) was installed and put into operation on the customs “Korgas”, “Korday” and customs checkpoints “B.Konysbaeva” (South-Kazakhstan oblast). The main purpose of the system is to increase efficiency of the customs inspection and also highest possible exclusion of the human factors.
Engineering process of ADCS performance is as following:
When cargo transport arrives to the territory of the Republic of Kazakhstan , it passes through the control system, which automatically recognizes its registration plates, identifies weight and dimensions. At the same time, transport's bottom is inspected and cargo transport is photographed. When the procedures of customs documentation's registration is completed, electronic identification device (seal) is attached. After the completion of all the procedures, cargo vehicle can follow through the territory of Kazakhstan .
Then electronic seal transfer the location data of the controlled vehicle. Leaving the territory of Kazakhstan , the vehicle undergoes the procedure, which is similar to the arriving one, then received data are compared.
The customs inspection, implemented with a help of Automatic Delivery Control System, allows to exclude possible facts of falsification of the inspection on the exit from the customs territory of Kazakhstan , and also to trace possible unauthorized cargo unloading of the vehicle, which is under the control of the Customs. Moreover, ADCS enables round the clock video surveillance in the customs control area, directly on the customs checkpoints, as well as on the remote points, located in the Customs Control Committee.
Beginning from the start of experimental exploitation of ADCS to the present time (6 months), about 5.5 thousands of vehicles passed through the control system, installed on the customs “Korgas”. 1 000 vehicles went to Kirghiz Republic (customs “Korday”) and about 500 vehicles went to the Republic of Uzbekistan (customs checkpoints “B.Konysbaeva”).
Considering the results of ADCS performance, it is necessary to notify, that equally with the cargo security, which are under the customs control, permissible parameters (weight, dimensions) of the vehicles, passed through the customs “Korgas”, were brought in correspondence with the norm #62 “Some rules, regulating vehicles' passage through the territory of Kazakhstan ”, set by the government of the Republic of Kazakhstan from January,19, 2002. Besides, it is very easy to control trustworthiness of weight of the cargo declared.
Due to the flexibility of ADCS, it is possible to perfect it with a help of the latest technologies. It can be integrated with other technical devices, assigned for the control (for example, radiation control devices). This is the biggest advantage, comparing with other similar systems. At the present time, ADCS has no analogues on the post-Soviet area. This system was highly appreciated by the international organizations and foreign customs experts.
In 2005 Customs Control Committee of Ministry of Finance of the Republic of Kazakhstan plans to install Automatic Delivery Control System on the line of customs checkpoints, situated on Kazakhstan-Russian border.
ADCS's inculcation is included into the project “Electronic Customs”, developing within the program “Electronic government”.
