Information technologies have been applying in customs of the country for a long time . They are rather integral part of the customs control and registration process. Customs codex, which includes the reasons how and why information technologies are required by the customs, joined into force two years ago. Codex's chapter “Information systems and technologies” determines conditions of assumed application devices' use. Abdishev Baurzhan, Deputy Director of Customs Control Committee of Ministry of Finance of the Republic of Kazakhstan speaks of the necessity to perfect demands to the used systems and technologies.

— Customs bodies had already implemented part of tasks on informatization of the main technological processes: data exchange network between the structural subdivisions, founded on ground-based satellite and radio stations, was put into operation; local networks were deployed; application program subsystems were inculcated; wide range of server equipment and computer devices is operated. 90 percent from the whole quantity of the cargo customs declaration, daily is sent by regional subdivisions to the central base, data are formed and processed in Customs Automatic Information System. All these facts, as well as successful collection and processing of information without customs documents, create the necessary prerequisites for Committee's transition to the independent leading of the customs statistics of the foreign trade,beginning from January,1. Our possibilities for analytic processing of the customs data and takingmanagement decisions in the processes of customs administration increased.

— It is known, that CCTV is used in the operational center of the Customs. Is there really need in it or you use it due to its popularity at the time being?

— We would not like to speak of its popularity. Nowadays, television and computers are so wide spread in our life, that it is unadvisedly not using these achievements in our work. We use our CCTV for broadcast meetings, party-line conferences and lectures on important themes, to every structural subdivisions, connected to the satellite network. Moreover, not to be behind the life time and to transfer in due time all the news, concerned external economic and customs activities, web-site www.customs.kz of Customs Control Committee was created. It is possible to find information of any aspect of customs activities with a help of site's section “Question-answer” . Site's pages are reflected in Kazakh, Russian and English languages.

— Whether Customs Automatic Information System (CAIS) didn't become out of date from the moment of its creation and putting into operation? As information technologies are updated very quickly.

— I agree with you. And we perfect existing system. We plan to modernize system technical platform, application software, and also to inculcate new information technologies.

Primarily CAIS was created as closed corporate information system, assigned for solution of narrow tasks. This is generally accepted practice of customs in any state. However, taking into account growing international trade, modernization of country's legislation, the tasks of customs become more complicated. First of all, it is necessary to extend interact and integration with other information systems. We are ready to provide citizens and organizations with information services, inculcating new approaches and modern technical solutions.

Customs Control Committee develops new information systems: “Statistics, analysis and access of the users to statistic data of external trade with a help of Internet”, and also new Automatic Delivery Control System (ADCS), using special technical devices. In 2004, the first stage was finished, this year the work is continued.

— What special features does ADCS have and how is it spread?

— The system is integrated with the following technical devices of customs control: devices of tracing vehicles, radiation control devices, automatic recognition systems of plates, weight, dimensions. This increases information reliability. Using ADCS Customs Committee can fulfill centralized monitoring of vehicles and cargoes' transit movements, applying also data, received with a help of CAIS. Customs inspection time, capability of checkpoints are increasing, cargo control becomes more tight. The system was checked on the customs “Korgas” and “Korday”, control checkpoint “Gani Murat”, it controls effectively transit cargoes. This year the system will be installed to the border customs checkpoints in the North of the republic.

— “Electronic customs” is a part of “Electronic government”. When will the customs be ready to provide electronic document exchange between the structural subdivisions of the Customs Control Committee , operational center, ministries and departments of the RK, participants of external economic activity ?

— Indeed, this task is a part of the plan of the state program of “Electronic government” creation in a period from 2005 to 2007. Beginning to create the system “Electronic customs”, our organization follows such principals as: it is necessary to form the single infomedia, including customs of the RK and participants of the system; electronic document exchange should be clearly structured; all the functions of customs regulation and control should become automatic; new customs technologies are required and development should correspond to all the world standards. Also, according to the world standards, the system should be optimally centralized, open and secure.

But we already took really steps. Many participants of external economic activity have been acquainted with “pilot” variant, component “Web- declarant”, included into the planned subsystem “Web-portal”. Software “Web-declarant”, located on the site www.decl.customs.kz ,allows to fill in, check and send electronic copies of the customs documents to the server of customs regional center. This software is used free by participants of external economic activity.I think, it is significant support for small business, dealing with external economic activity. We have registered already 417 users, and 6205 cargo customs declarations were registered with a help of the system in 2005. The following realization of industrial variant of data component willbe produced within subsystem “Web-portal”, which is included in information system “Electronic customs”.
